How to tell a good climate bill from a bad one?

This PPI series will guide you through the main issues that are likely to arise in the coming weeks as the Senate takes on climate change. Some of the issues that come up will be essential to a good climate bill. Others might get a lot of play but are in fact trivial for climate policy.
